Network-wide user roles (not just admin)

It would be great if we could assign users to have a specific Role on all sites on the network. For instance, we manage a network of approximately 200 sites. We have a non-techy copywriter assigned to these sites individually in an Editor role. It would be really nice if we could assign a role, like Editor, then grant the user privileges to access all sites on the network.

Super Administrator (total geek, coder, developer; all access)
Super Editor (manages network authors, reviews work, publishes)
Super Author (writes for multiple sites, trusted to publish)
Super Contributor (junior copywriter, photographer, producer)

It would be really cool if you could choose exactly which sites in the network a Super-level user had access to.

On a granular level, the user could still be an Administrator of their own site on the network.
