Make an SSO-only mode for Multisite

I don't want the global plugins. I just want to take advantage of the Multisite single-signon.

Could you please let me set up a multisite in a way that would share my users across multiple connected blogs, but not my plugins?

There are plugins that let you control exactly that right now.

  3. Really? Care to share? I haven't found any good ones.

  5. That's not what I'm looking for. I did a poor job explaining what I'm after.

Between SiteA, SiteB and SiteC, I only want to share users, with SiteA as the "central". As for plugins, I want to be able to install a plugin directly on SiteC, without having anything to do with SiteA whatsoever.

That IS what you want, but you have to think of it differently.

SiteA, siteB, and SiteC are all on a network.

You want to add a plugin to the network (same as you add users y'know), but like themes only have it available to use on siteC.

That's what those plugins can do.
