When a site admin edits a comment by one of his visitors, a mention like "edited on _DATE_ by _ADMIN_NAME_" should be added to the comment.
Being able to edit comments without anybody but the comment author knowing can give site admins an unfair advantage in the discussion.

This is plugin territory. Displaying a message like this should be the site owner's decision. A site owner is technically the king of the site. They can run it how they see fit, even if this means having an unfair advantage in discussions. Do you really think a blog's readers are going to stick around if the blogger is changing the comments anyway?
Plus, I routinely edit comments to fix broken links and HTML all the time. There's no point in displaying a message that it was edited.

agree with greenshady. even if this was added to wordpress' core, a developer could remove the notification, if they really wanted to. might as well just keep it out of the core, and just make it a plugin.

I disagree. And for good reason. Recently someone at this blog edited two of my comments to try and make it look like I had given him the personal information of family members of one of my friends.
The two posts by VTV are mine. He altered them to make it look like instead of commenting, that I gave him the FB pages of someone's parents. He did this to try and cause problems between my friend and myself. It has been too long since the posts were made to find a google cache so I cannot prove that he edited the comments. This could of potentially ended my friendship. The guy uses his blog as a platform for ridicule and harassment.
If blog owners can edit anything you say on a blog and there is no trace of the editing then you can make it look like a poster on your blog said anything you want. This is a great tool for trying to smear someone's reputation or cause problems.

That has nothing to do with WordPress core though. That's the responsibility of the site owner. If you don't agree with how that person runs their site, don't use it.
Even if WP showed an "edited" message or something like that, the site owner could keep that message from appearing. So, what would this accomplish?

To be honest, I don't think anyone cares whether it has been edited or not.
Also to be honest, if they commented on your site, you should be able to completely control all content. If you want to voice your uncensored opinion, make your own blog? (to whoever XD)
