Implement a method to allow for command-line database upgrades

    I'm working on a script to upgrade my WordPress install, and I can do everything except upgrade the database when necessary. I've seen a method to hit the server on the HTTP side, but it involved parsing wp-config.php for the DB info, going through MySQL and it's fairly complicated and I just think there has to be a better way.

    Probably not built in to core, since not everyone uses, y'know, Unix.

    https://github.com/andreascreten/wp-cli is out there, though.

    But it doesn't have to be BASH-based; just a wp-db-upgrade.php in wp-admin that will return 0 if everything went well and 1 otherwise would work.
