They're prompted to fill in a post on the forums, but there's no way to force it without losing the 'broken' report. :/
A simple modal could require them to fill in a couple fields with information such as WordPress version and an short description of the problem - which would .
This would change the 'broken' reports, which are pretty much useless, into bug reports which could be dealt with.
