Feeds in Admin Page

Why have feeds on the admin page without also having an option to not show/load feeds?

Admin and end user control is what it is all about. Having feeds without a built-in option to turn off is kind of counter productive.

You can do this using a plugin:
http://cjbehm.dyndns.org/wingingit/dashboard-options/ which allows you to do exactly that, although I agree - the feeds should definitley optionable out of the box.

You can edit the feed URLs in WordPress 2.5, and with a plugin you could disable them altogether. Also, they are much less prominent now!
