Email subscription/notification for readers

I've had my readers asking for a notification/subscription option. I've found a plugin to do it, but most of the other blog/CMS systems I've used already include that feature in the main install.

Options the subscription/notification feature should have:
    > Admin can enable/disable the features availability to the users
    > Users subscribe/unsubscribe themselves on registering and in their control panel
    > Subscribers can choose specific tags/categories they want to be notified of
    > Feature can send automatic or writer-chosen snippets, entire article, or just notification of update.

I believe this kind of things are better left in a plugin. It could be an official plugin and even part of the basic install, but at least you can turn it off or even remove it easily.

The problem is that none of the current plugins quite fit the bill for me. They either HAVE an html notification format but lack other needed features; or they use a plain text e mail format which seems inelegant compared to services like Feedblitz. Some use WP Chron to generate notices & this is a flawed feature for various reasons (it once generated 373 duplicate notices to all subscribers on one day).

So I'd like this added into the WP installation. Perhaps users should be allowed to turn the feature off if they don't need or want to use it.
