Currently, a picture or piece of media's "attachment" post category appears to be the default one you were using at the time you uploaded the picture.
there should be a way to change the category of an attachment post so that it isn't in some random category

I'm not sure if this is what you're saying here, dave, but there's no way to change the post to which an attachment is attached after it has been uploaded. I can do it in SQL, of course, but there should be some mechanism, probably within the media manager area of the Dashboard, to change the post with which an attachment is associated.
