Idea: Be An Open-Source Plugin Development Source

   i'd like to start some open source plugin projects, and have other developers contribute.

   I could use SourceForge or some other host, but it would be really nice to keep it inside WordPress.org.

   the idea is that people can start community plugin projects, and develop and release them from within WordPress.org.

   Some thoughts:
   -Host the source-code files
   -Version control
   -Support php, javascript, and any other WordPress-compatible language
   -Development team registration
