    When installing a plugin, wordpress checks if it has permission to write, else it prompts for ftp information. It seems like this is the best opportunity to ask to automatically chmod the wp-content folder to the correct permission.

    The next time you install a plugin, wordpress won't need your FTP information

    Not really going to happen.

    You can change the default file permissions: http://codex.wordpress.org/Editing_wp-config.php#Override_of_default_file_permissions

    And predefine credentials:
    http://codex.wordpress.org/Editing_wp-config.php#WordPress_Upgrade_Constants

    Most of us don't do that as it's a security risk. better to enter your password and be secure.
