Admin Bar for Unregistered Users with "Login/Register" Buttons

I'd like it if the admin bar could be seen on the site by unregistered or logged out users so it just had the WordPress Logo and site link in the far left (and any plugin-made buttons that came with any plugins), and a "Login/Register" button in the far right which had a dropdown with the login/register forms. It would make the site look more uniform and consistent.

This can be done by settings in the WP config.

    Ah, no, it's a function

Sorry, it's been a while since I messed with it, and I was thinking BuddyPress. But still, this is doable. Stems from http://codex.wordpress.org/Function_Reference/show_admin_bar

I tried making a folder called "admin-bar-always-show" in the plugins folder in wp-content, then I made "admin-bar.php" inside it and put the code in there, but nothing happens. I'm not sure what to do unless I'm given exact instructions, as I don't know much about php and functions.

    In wp-content make a folder called mu-plugins

In THAT folder, put the admin-bar.php file
