Idea is bad.

1) There is no "other future URL-related management software" that WP needs to prepare for interoperability with.

2) Current WP method has been the standard WP method for several years - therefore people will look to existing WordPress references for information on permalinks.

3) 'It is inappropriate to use Internet-Drafts as reference material or to cite them other than as "work in progress."' - and with only 4 revisions in 3 years this is not work that is progressing fast.

4) It's an *incomplete* draft, with a number of areas of relevance to WP simply saying "TBD".

5) Proposal seeks only to match on a cosmetic level the URI Template standard, under the delusion this is a significant step towards actually implementing the standard.

6) Idea therefore boils down to "use {} instead of %%". % is easier to find on keyboards than {}, and is unlikely to be mistaken for () or [].

So not even "Maybe Later" but "Not Core".

Personally, I think their time could be better spent making the most popular permalink /%postname%/ more efficient instead of warning people that it will slow their WP down.

I'm not sure they should run off and make a bunch of changes to support a draft that may never be adopted as a real standard.

Since the first I-D Mike linked to, the draft has been updated (most recently, on the 8th of March) and it expires September 9, so I'd say it's still in the running.

That aside, it is still an I-D, so I think it's irrelevant for now.

In any case, the options for permalinks need to be spelled-out on the Permalinks settings page of your wp-admin. It used to be there, but now you have to cross-reference the codex, and unfortunately most new Users just stick with the default permalink choices instead of customizing.

There is a IETF draft specification that is likely to become a standard for specify URL patterns called "URI Templates" [1]. At a high level it differs from current Permalink configuration by using braces "{}" instead of percent signs "%%" as delimiters:

 /%year%/%monthnum%/%day%/%postname%/
/{year}/{monthnum}/{day}/{postname}/

Doing this will prepare for interoperability with other future URL-related management software.
