WordPress.org

1. Upload plugin-name.php to the /wp-content/plugins/ directory
2. Activate the plugin through the 'Plugins' menu in WordPress
3. Go in Menage > Posts to approve/reject posts.

If you are using the version 0.3:

1. Go in Options > Approval to choose where display not approved posts and to define an user level to auto approve posts.
