It is, for block quotes (longer quotes). Inline quotes should utilize the q tag though.
I rate this idea highly because I agree that better semantic code should be encouraged. I disagree however with the proposed implementation. As long as the browser with the largest marketshare does not render the q element according to the specification (IE doesn't render the quotation marks itself), manually added quotation marks will have to stay even if you use the q tag. Sad but true.

JavaScript and/or CSS hacks can be implemented in WP's default templates to cater for IE's lack of support for the q element. So, I agree that this is needed.

This is a GREAT idea.. How can we get wordpress to implement the q tag next to the blockquote button in wordpress editor?

Yes please! The nice things about <q> is that you can use CSS to pick which style quotes you want...so that your quotes can fit the language you're writing in automatically.
And yes, IE8 finally does render quotes correctly. (Although Safari/Chrome doesn't do nested quotes properly without a lot of extra CSS.)
