This has been talked about a lot before... there's a plugin that does this, i think?
At least, there shouldn't be a menu notification for plugins needing upgrading that are inactive.
Eminently sensible, and it shouldn't be too difficult to implement.
More specifically, this (if still an issue) should be connected to the ability to do anything about it - ie only people who can perform an upgrade should be told that there's an upgrade to be done.
The point from @gryus is a separate issue.
Like the update messages, dashboard menu items should only be shown to users that can act on them.

We should have this plugin available shortly. It will make it so only administrators see the update notifications without turning off the update function itself.
