I don't understand the point of this method. It seems that a get_body method would return EVERYTHING that would be rendered between the opening body and closing /body tags. That is the "body" of the document... not something that simply follows the opening body tag but may itself be followed by a bunch of other HTML.

This sounds like a template issue. It would need widespread adoption before it would be popular and/or make sense to add into the core.
BuddyPress is full of extra theme hooks, and many theme frameworks include a ton of additional hooks as well.
