The current wordpress plugin database is a mess - it's just a database dump of everything that matches a particular key word. Users have to scroll through pages and pages of plugins (for a particular keyword) manually to find the most popular download, the highest rated, the newest, etc. If I want to search for "comments" plugins and sort that output by (1) rating, (2) downloads, (3) date , I should be able to. That's just common sense, wordpress.com
